As part of a 4-year initiative, the Higher Tier Cooking Component (HTCC) project aims to enhance the entrepreneurial ecosystem for clean cooking across several countries.
The European Commission, the Dutch Ministry of Foreign Affairs, and Danida co-financed the programme. RVO coordinates the programme and operates in partnership with EnDev. In Cambodia, the project is implemented nationally, and targeted activities occur in provinces around Tonle Sap: Siem Reap, Battambang, Pursat, Kampong Speu, and Kampot.
The HTCCC programme aims to improve access to clean cooking energy by addressing challenges in the market system of clean cooking products and services and fostering an improved enabling environment. The programme catalyses support to small and medium-sized enterprises (SMEs) to improve their business operations and provides access to finance for scale and innovations.
Approach
The project utilises a few mechanisms to support the development of a strong enabling environment for clean cooking. The first is by providing catalytic co-investments – both a Results Based Financing Mechanism and an Innovation Fund - that allow SMEs and companies to grow. A key focus here is whether they are adding innovative services to the “last mile” consumers. Capacity building of SMEs is further supported with activities around business resilience. The second is by engaging strategically with international, national, and provincial partners in a series of dialogues. And finally, the project will support a robust learning and sharing agenda for all parties to engage on insights around supply, demand, and enabling environment around clean cooking in Cambodia. Project governance is shaped in close collaboration with Ministries and provincial departments.
The Ministry of Mines and Energy has signed a Memorandum of Understanding with SNV to support the clean cooking sector in Cambodia, and the project was launched through national and provincial multi-stakeholder consultations, to galvanise the public and private sector.
